Switch iree-org fork submodules to a neutral location. (#14966) I've set up a new org and forks for our key submodules to get us past access being orphaned in the original org (which has lost administrative support for managing membership). Details in the README. I've already updated the submodules in the outstanding integrate #14941. People will need to run `git submodule sync` and I'm sure we'll get random requests for assistance about inability to update submodules due to this. I've sent invitations to all active project members I could find (37 outstanding right now). Please reach out to me or Jacques if we missed you (but also check your notifications or membership here: https://github.com/shark-infra).
IREE (Intermediate Representation Execution Environment, pronounced as “eerie”) is an MLIR-based end-to-end compiler and runtime that lowers Machine Learning (ML) models to a unified IR that scales up to meet the needs of the datacenter and down to satisfy the constraints and special considerations of mobile and edge deployments.

IREE is still in its early phase. We have settled down on the overarching infrastructure and are actively improving various software components as well as project logistics. It is still quite far from ready for everyday use and is made available without any support at the moment. With that said, we welcome any kind of feedback on any communication channels!
