[Codegen][LLVMCPU] Use output element type to decide if reduction is over integers. (#14965) Using the input type might lead to incorrect behavior of always enabling associative reordering (irrespective of whether the override flag `--iree-llvmcpu-reassociate-fp-reductions=false` is set or not). The output element type has to be used to make sure the flag is enforced correctly. Towards #14934

IREE is still in its early phase. We have settled down on the overarching infrastructure and are actively improving various software components as well as project logistics. It is still quite far from ready for everyday use and is made available without any support at the moment. With that said, we welcome any kind of feedback on any communication channels!
