[otbn] Fix read/write enables in tracer * `insn_valid` must be factored in with the read enable for the bignum register file as it uses the raw decoder signal. * `rf_base_wr_commit` must be combined with the write enable for the base register file to determine if the write occurred. OpenTitan is an open source silicon Root of Trust (RoT) project. This repository contains hardware, software and utilities written as part of the OpenTitan project. It is structured as monolithic repository, or “monorepo”, where all components live in one repository. It exists to enable collaboration across partners participating in the OpenTitan project.
