[ROCM][CI] Bump rocjitsu SDK and enable gfx1151 e2e tests (#24931)

Update the pinned TheRock nightly from 10.1.0a20260909 to
10.2.0a20260914. Add gfx1151 to the rocjitsu CI matrix and the helper's
default target list, using the SDK's gfx1151.json configuration and the
existing RDNA3 test filters.

All 1,123 existing e2e tests and 217 gfx1151 tests pass locally under
rocjitsu with CTest -j8, including the nine RDNA3-specific cases on
gfx1151. There are no failures or skips in the selected suites.

IREE: Intermediate Representation Execution Environment

IREE (Intermediate Representation Execution Environment, pronounced as “eerie”) is an MLIR-based end-to-end compiler and runtime that lowers Machine Learning (ML) models to a unified IR that scales up to meet the needs of the datacenter and down to satisfy the constraints and special considerations of mobile and edge deployments.
