[otbn,dv] Add extremal value coverage for immediate insn fields This code adds coverpoints and crosses to track the generic coverage targets we have for immediate fields of instructions. The basic approach is that we map instruction names to encoding schemes, then have a big case statement in otbn_env_cov::on_insn that dispatches to the correct encoding scheme. OpenTitan is an open source silicon Root of Trust (RoT) project. OpenTitan will make the silicon RoT design and implementation more transparent, trustworthy, and secure for enterprises, platform providers, and chip manufacturers. This repository contains hardware, software and utilities written as part of the OpenTitan project. It is structured as monolithic repository, or “monorepo”, where all components live in one repository. It exists to enable collaboration across partners participating in the OpenTitan project.
