[tests] Update otp_ctrl smoketest to use VENDOR_TEST partition

New OWNER_SW_CFG items added in #9728 cause otp_ctrl smoketest, which
has been using this partition, to fail. This commit updates the
smoketest to use the VENDOR_TEST partition instead.
