[mask_rom] Resolve some Open Questions This commit: - Deduplicates the ROM_EXT manifest definitions, pointing everywhere to the canonical definition in `sw/device/rom_exts/manifest.md` - Resolves an open question in the ROM_EXT manifest about signing schemes. This was answered by Garret Kelly in the Keys + Signatures module document. This makes the representation less defined for the moment, while we resolve the rest of the signature scheme questions. - Resolves an open question about the alignment of the extension offsets, and more clearly states the open question about how many extension pairs we should include. OpenTitan is an open source silicon Root of Trust (RoT) project. OpenTitan will make the silicon RoT design and implementation more transparent, trustworthy, and secure for enterprises, platform providers, and chip manufacturers. OpenTitan is administered by lowRISC CIC as a collaborative project to produce high quality, open IP for instantiation as a full-featured product. This repository contains hardware, software and utilities written as part of the OpenTitan project. It is structured as monolithic repository, or “monorepo”, where all components live in one repository. It exists to enable collaboration across partners participating in the OpenTitan project.
