[keymgr] Handle keymgr disable during reset -> init transition Also handle keymgr disable during the initial arc. Note however, it is possible for the operation to complete at the same time keymgr_en dropping low. To the keymgr, this does not seem like an error because the operation is "done". OpenTitan is an open source silicon Root of Trust (RoT) project. This repository contains hardware, software and utilities written as part of the OpenTitan project. It is structured as monolithic repository, or “monorepo”, where all components live in one repository. It exists to enable collaboration across partners participating in the OpenTitan project.
