[adc_ctrl/dv] Enhanced coverage and moved collection to scoreboard

- Moved coverage collection to scoreboard
- Added interrupt and wakeup coverage collection
- Added test mode coverage
- Updated m_tl_agent_cfg.max_outstanding_req in config object to
solve issue with tl_agent_pkg::max_outstanding_cg
- Fixed adc_ctrl_fsm_reset by disabling RTL assertion which was triggering due
to backdoor preloading of the counters.
- Importing adc_ctrl_pkg and using adc_ctrl_pkg::fsm_state_e for
SVA and coverage

About the project

OpenTitan is an open source silicon Root of Trust (RoT) project. OpenTitan will make the silicon RoT design and implementation more transparent, trustworthy, and secure for enterprises, platform providers, and chip manufacturers. OpenTitan is administered by lowRISC CIC as a collaborative project to produce high quality, open IP for instantiation as a full-featured product. About this repository

This repository contains hardware, software and utilities written as part of the OpenTitan project. It is structured as monolithic repository, or “monorepo”, where all components live in one repository. It exists to enable collaboration across partners participating in the OpenTitan project.
