[topgen] Keep creating C files in hw/top_{topname}/sw/autogen
SW doesn't use FuseSoC or check the FuseSoC build folders. It expects these
files always at the same position. For this reason, we need to keep
creating a copy of the files in this folder irrespective of the output
path.

OpenTitan is an open source silicon Root of Trust (RoT) project. This repository contains hardware, software and utilities written as part of the OpenTitan project. It is structured as monolithic repository, or “monorepo”, where all components live in one repository. It exists to enable collaboration across partners participating in the OpenTitan project.
