[sim_sram] Pass ExplicitErrs to a tlul_socket_1n module
No functional change: before, we were generating an error responder
that triggered if dev_select_i was greater than 2, but constructing
that signal by zero-extending a 1-bit signal. Now, we don't generate
the error responder at all.
