[dv/otp_ctrl] Fix regression failure Two regression errors to fix: 1. LC_req regression failure: This is due to my previous misunderstanding of PR #5433. I thought even if there are access errors, LC partition will still do byte write for the non-error memory addresses. Actually this PR only works for ECC correctable error. 2. This is a OTBN edn key mismatch. In current simulation, there won't be more than 1 background check between reset and key request. However, this won't work with stress_all test. Because stress_all test we re-randomized the `do_apply_reset` bit. The solution is to ignore any edn key request that could potentially contain more than one background check, and use coverage to ensure the key request is compared in scb.
