[doc] Fix version of go and cmake dependencies

The mundane library requires go 1.11, even though they document 1.10 as
minimum requirement (https://github.com/google/mundane/issues/31).

The same is true for their Cmake dependency, which is documented as
2.8.11, but 3.3 is required.
