Add support for inline HAL

This CL adds support for inline HAL bytecode (both vmvx and llvm-static-library).

EmitC is currently not supported at IREE upstream.

As Inline HAL is not stable, currently we only generate inline HAL targets for samples/simple_vec_mul.
