Add support for SoundStream "streaming" version

- Extend the soundstream library to let the consumer select streaming or
  non-streaming variants of soundstream at construction time.
- Add build targets for streaming variants of e2e/encoder/decoder
  samples (and new reference outputs, in the e2e case).
