sencha: bump mpact CoreVersion to 1.0 Bump the default CoreVersion to 1.0 so the cjal return cap stored in registers other than cra is sealed. This is required to support the outliner pass in the latest compiler. It is compatible with older toolchains where the outliner pass is disabled. Change-Id: I189f4d83754b3693c8fe2c569e7f6f8e88067802
