Add RiscV Vector 1.0 specification One needs to build this pdf from source in order to view normally. Adding binary for team reference. This doc has really great tables for viewing sections of opcodes, as well as in depth explanations of the opcode fields. Change-Id: Ia7b9ba7d47c6e038fdf04633b7e295890748b3cc
