toolchain: Fix the toolchain path and build method The toolchain uses a set of "meta" autoconf scripts to build with, and unfortunately, those don't check to see if the tree was actually cleaned or built properly, so we have to force a clean. Additionally, our PATH to the resulting toolchain was wrong. Change-Id: I63d68cff5c30d71ab364c699b36454c059a31a4e
