renaming Flatbuffers BUILD (#2294) renaming BUILD.external to BUILD.oss to fix github -> googel3 sync. More context in bug below . BUG=[b/308446984](https://b.corp.google.com/issues/308446984)
TensorFlow Lite for Microcontrollers is a port of TensorFlow Lite designed to run machine learning models on DSPs, microcontrollers and other devices with limited memory.
