CMSIS-NN: Update cortex generic target with M85 for GCC (#2341) Updates gcc toolchain to 13.2 Removes m85 gcc workaround Adds arm64 hosted toolchain for darwin BUG=GCC 13.2 has support for march=M85 so this updates the toolchain version. Authored-by: Ryan O'Shea <ryan.oshea3@arm.com>
