Update 'advance upstream forks' action to use new fine-grained tokens (#11478)

GitHub has new personal access tokens that allow finer-grained controls
over what can be accessed. We've been asked to migrate to these new
tokens. I've created a new secret with such a token. I'm trying it out
here first, since this workflow is not particularly critical. Once all
workflows are migrated to this token, I may duplicate it as
`WRITE_ACCESS_TOKEN` and switch them all back to that, so that we can
keep the old name, but I didn't want to update the value all at once
and break everything.

skip-ci: Doesn't affect CI workflows.",
