Rename FG_WRITE_ACCESS_TOKEN back to WRITE_ACCESS_TOKEN (#11501) The transition to the new token style was successful and I'll be deleting the old-style token, so there's no need for the disambiguating prefix. I've already changed the value of the secret to be a new fine-grained token. Fixes https://github.com/iree-org/iree/issues/11479 skip-ci: Does not affect presubmit workflows

IREE is still in its early phase. We have settled down on the overarching infrastructure and are actively improving various software components as well as project logistics. It is still quite far from ready for everyday use and is made available without any support at the moment. With that said, we welcome any kind of feedback on any communication channels!
