Bazel to CMake: Introduce strict mode

In this mode, bazel to cmake will only write files if it can do so completely and without errors. Otherwise, it will error. This allows safely running the script across large sections of the project and not having it overwrite things that must be manually maintained.

This includes the introduction of a special incantation to tell the script not to touch a file: `bazel_to_cmake: DO NOT EDIT` (actually matched with a relatively permissive regex).

The standard mode where the tool converts what it can and leaves comments about the rest is preserved to aid in semi-automatically creating files where full generation is not ready yet.

Tested:
Ran in strict mode across the entire `iree` directory (will check in as https://github.com/google/iree/pull/593). Everything builds with cmake and all the same tests pass with ctest. `iree_compiler_Dialect_HAL_Target_test_lit_smoketest.mlir_test` and `iree_compiler_Dialect_HAL_Transforms_test_lit_transformation.mlir_test` still fail and `iree_compiler_Translation_test_lit_do_not_optimize.mlir_test` is a newly failing test
