[StableHLO] Make reduce lowering more robust (#14046) Check if reduce ops are supported. This is so that these patterns can be given any reduce, even those that would be normally folded away by canon patterns. IREE is still in its early phase. We have settled down on the overarching infrastructure and are actively improving various software components as well as project logistics.
