[PluginAPI] Experimental support for dynamic compiler plugins (#24892) Load experimental compiler plugins at runtime with `--iree-load-plugin` or `IREE_LOAD_PLUGINS`. Validate plugin metadata and registration, and allow embedded compilers to recover from failed dynamic registrations. Use one automatically generated compatibility ID derived from the plugin API headers. This is not a full ABI fingerprint: plugins need matching IREE and LLVM/MLIR revisions, compatible toolchains, and aligned ABI-affecting build settings. An attempt is made to document these requirements and cover loader failures, but it should be considered experimental. IREE (Intermediate Representation Execution Environment, pronounced as “eerie”) is an MLIR-based end-to-end compiler and runtime that lowers Machine Learning (ML) models to a unified IR that scales up to meet the needs of the datacenter and down to satisfy the constraints and special considerations of mobile and edge deployments.
