[Codegen] Add support for ParallelInsertSliceOp in DPS analysis (#18536)

This adds support for `ParallelInsertSliceOp` in
convertToDestinationPassingStyle by adding a case for the op in
`createTensorEquivalenceClasses`. The op is treated similarly to
`InsertSliceOp`, using the tied result of the enclosing ForallOp.

IREE: Intermediate Representation Execution Environment

IREE is still in its early phase. We have settled down on the overarching infrastructure and are actively improving various software components as well as project logistics.
