[SPIRV] Add VecmatOp and MatvecOp to generalized named ops (#14963) Following suit with `linalg.matmul_transpose_b`, generalizing such contraction-like named ops before simplifies the matching logic during KernelConfig given that such operations currently are treated like reductions at the moment anyway. Once a proper matvec pipeline is in place we can consider reverting this change. Fixes #14961

IREE is still in its early phase. We have settled down on the overarching infrastructure and are actively improving various software components as well as project logistics. It is still quite far from ready for everyday use and is made available without any support at the moment. With that said, we welcome any kind of feedback on any communication channels!
