(#11089)\n\nProgress on https://github.com/iree-org/iree/issues/11009\r\n\r\nThis fixes these two tests on Windows:\r\n*\r\n`iree/compiler/Dialect/HAL/Target/LLVM/test/smoketest_system.mlir.test`\r\n* `iree/tests/e2e/regression/libm_linking.mlir.test`\r\n\r\nDevelopers should run vcvarsall before ctest, or configure their IDE as\r\nneeded.
