Ensure that compiler output is sufficiently aligned. (#15188) On modern Linux, memfd_create is used, which is always page aligned. However on others (Windows/MacOS), we fall back to a malloc-based implementation, which is not. Adds aligned allocation fallback so we always meet this invariant. Fixes #14926

IREE is still in its early phase. We have settled down on the overarching infrastructure and are actively improving various software components as well as project logistics.
