Integrate llvm-project and bump dependencies. (#8097) * llvm-project: c490f8feb71e * mlir-hlo: f9f696890acbe198b6164a7ca43523e2bddd630a * tensorflow: a20bfc24dfbc34ef4de644e6bf46b41e6e57b878 * Adapt to upstream changes by adding bufferization models for std. * Update SUBMODULE_VERSIONS.txt (should remove this entirely). * Test case fixes for upstream D115520. (submitting around integration breaks that are being fixed at head)
IREE (Intermediate Representation Execution Environment, pronounced as “eerie”) is an MLIR-based end-to-end compiler and runtime that lowers Machine Learning (ML) models to a unified IR that scales up to meet the needs of the datacenter and down to satisfy the constraints and special considerations of mobile and edge deployments.

IREE is still in its early phase. We have settled down on the overarching infrastructure and are actively improving various software components as well as project logistics. It is still quite far from ready for everyday use and is made available without any support at the moment. With that said, we welcome any kind of feedback on any communication channels!
