Creating reusable command buffers in stream->hal lowering. (#18100) An extremely naive "analysis" is used to create binding tables. This will need to improve in the future for more complex programs but seems to be sufficient today. Dynamic push constants currently disable reuse until future changes move those into uniform buffers. This is disabled by default and requires opting in via the `--iree-hal-indirect-command-buffers=true` and `--iree-hal-memoization=true` flags. As testing progresses the flags will flip to default but remain present in order to allow debugging target-specific issues with reusable/indirect command buffers. There should be no significant changes with the flags disabled. Progress on #17875.

IREE is still in its early phase. We have settled down on the overarching infrastructure and are actively improving various software components as well as project logistics. It is still quite far from ready for everyday use and is made available without any support at the moment. With that said, we welcome any kind of feedback on any communication channels
