[CodeGen] Refactor verifying identical translation_info to a common method. (#15597) The comments and the implementations are duplicated for all the backends. The revision makes `*LowerExecutableTarget` and `*SelectLoweringStrategy` use the common util. It also unifies the variable naming in `*LowerExecutableTarget`, which replaces `executableLoweringPipeline` with `pipeline`; set LLVMGPU strategy to `None` if there are no compute ops.

IREE is still in its early phase. We have settled down on the overarching infrastructure and are actively improving various software components as well as project logistics. It is still quite far from ready for everyday use and is made available without any support at the moment. With that said, we welcome any kind of feedback on any communication channels!
