Lay groundwork for documenting Metal (Apple) configuration. (#14886) We do already have a page on _building_ for iOS: https://openxla.github.io/iree/building-from-source/ios/, but that page is less polished than the other building from source pages. This moves us closer to having a complete set of documentation pages for iOS/macOS development and deployment, now that the Metal HAL is moved out of `experimental/`. --- Add placeholder gpu-metal documentation page  --- Drop "experimental" qualifier on Metal compiler target and runtime HAL driver | | | | -- | -- | | before |  | | after |  | --- Refresh language and icon usage for the other pages in this section 
IREE (Intermediate Representation Execution Environment, pronounced as “eerie”) is an MLIR-based end-to-end compiler and runtime that lowers Machine Learning (ML) models to a unified IR that scales up to meet the needs of the datacenter and down to satisfy the constraints and special considerations of mobile and edge deployments.

IREE is still in its early phase. We have settled down on the overarching infrastructure and are actively improving various software components as well as project logistics. It is still quite far from ready for everyday use and is made available without any support at the moment. With that said, we welcome any kind of feedback on any communication channels!
