[GPU] Implement dummy getUnifiedEncoding method for GPU encoding resolver. (#22923)

It adds a test which is a simplified version from
https://github.com/iree-org/iree/issues/21659

It also adds the pass to the pipeline. The pass is currently guarded
under an experimental flag.

It is a step towards https://github.com/iree-org/iree/issues/22485

IREE: Intermediate Representation Execution Environment

IREE (Intermediate Representation Execution Environment, pronounced as “eerie”) is an MLIR-based end-to-end compiler and runtime that lowers Machine Learning (ML) models to a unified IR that scales up to meet the needs of the datacenter and down to satisfy the constraints and special considerations of mobile and edge deployments.
