A few wording nits and stylistic fixes.

This PR is mostly to deliberately create a merge conflict because this file has also been edited on the `google` branch in https://github.com/google/iree/commit/0dc2f4f95fc24a7500b95406de5dee0851afa788 with conflicting changes.
