Re-organizes compiler plugins. (#12763) * Changes the include mechanism to just point at directories which contain iree_compiler_plugin_group.cmake files that control what else gets included * Moves the compiler/plugins/example plugin to samples/compiler_plugins * Make all plugins under samples/compiler_plugins get built if IREE_BUILD_SAMPLES * Activates the unit test in simple_io_sample. * Hard-codes the bazel build to include the sample plugins for now (I was half done with parameterizing this but gave up for now upon hitting bazel unfathomables that were too much for a Friday). I need to be able to write tests against these plugins since they will verify the mechanism. So this seems like the least bad thing for now.
IREE (Intermediate Representation Execution Environment, pronounced as “eerie”) is an MLIR-based end-to-end compiler and runtime that lowers Machine Learning (ML) models to a unified IR that scales up to meet the needs of the datacenter and down to satisfy the constraints and special considerations of mobile and edge deployments.

IREE is still in its early phase. We have settled down on the overarching infrastructure and are actively improving various software components as well as project logistics. It is still quite far from ready for everyday use and is made available without any support at the moment. With that said, we welcome any kind of feedback on any communication channels!
