Plumb through const-expr hoisting and const-eval pipelines. (#7928) * Adds two new compiler flags: -iree-const-eval and -iree-const-expr-hoisting. The former will be a permanent flag and the latter will be retired once stable and enabled by default. * Reworks the flow pipeline to have its high level optimizations run through a dynamic fixed-point iteration pass pipeline. The const-eval pass is capable of signalling additional iterations, allowing progressive program simplification. By default, there will only be one cycle. * Neither of these passes work for a sizable portion of programs, and they represent some fairly extensive compiler fuzzing that I will need to triage to completion before enabling by default.
IREE (Intermediate Representation Execution Environment, pronounced as “eerie”) is an MLIR-based end-to-end compiler and runtime that lowers Machine Learning (ML) models to a unified IR that scales up to meet the needs of the datacenter and down to satisfy the constraints and special considerations of mobile and edge deployments.

IREE is still in its early phase. We have settled down on the overarching infrastructure and are actively improving various software components as well as project logistics. It is still quite far from ready for everyday use and is made available without any support at the moment. With that said, we welcome any kind of feedback on any communication channels!
