Integrate llvm-project at c962b3fdf8dd7492a8c117ac32990a5e010d9894 (#8198) * Reset third_party/llvm-project: c962b3fdf8dd7492a8c117ac32990a5e010d9894 (2022-01-28 08:20:24 +0100): [mlir][Bazel][cmake] Add missing dependency. * Update MHLO and TensorFlow to match the same LLVM integration commit. * Fixed BUILD dependencies. * Fixed API usages: * `OwningRewritePatternList` is replaced by `RewritePatternSet`. * `getTypeWithoutArgsAndResults` and `eraseArgument` now takes `BitVector`. * Bufferization related to Arithmetic dialect are moved to the Arithmetic dialect itself. * Fixed test failures: * Avoid using identity `linalg.generic` op in bufferization tests; it will be elided. * Upstream BitEnum behaviour changes to also print duplicated symbols converting the same bits. * Enabled 4 more passing TF integration tests.
IREE (Intermediate Representation Execution Environment, pronounced as “eerie”) is an MLIR-based end-to-end compiler and runtime that lowers Machine Learning (ML) models to a unified IR that scales up to meet the needs of the datacenter and down to satisfy the constraints and special considerations of mobile and edge deployments.

IREE is still in its early phase. We have settled down on the overarching infrastructure and are actively improving various software components as well as project logistics. It is still quite far from ready for everyday use and is made available without any support at the moment. With that said, we welcome any kind of feedback on any communication channels!
