Cleanup `LoweringConfigAttr`, `TranslationInfoAttr` and `CompilationInfoAttr` (#8504) This path does some cleanups to these attributes. - Make native_vector_size and workload_per_wg fields in LoweringConfigAttr and TranslationInfoAttr default valued. More fields can now be added in a similar way, and this allows pipelines to independently set the values of attributes here without having to change the world. - Drop all uses of native_vector_size. They arent needed anymore. - Move DispatchLoweringPassPipeline to use I32EnumAttr in preparation of upcoming changes. - Make the mnemonics used consistent with upstream usage by dropping uses of `.`. - Fix the assembly format of CompilationInfoAttr.

IREE is still in its early phase. We have settled down on the overarching infrastructure and are actively improving various software components as well as project logistics. It is still quite far from ready for everyday use and is made available without any support at the moment. With that said, we welcome any kind of feedback on any communication channels!
