Combine python filegroups and fix generated file paths We now have the ability to make use of these filegroups without losing directory structure information, so having a bunch of them is not necessary. This revealed that the generated op py files were being placed in the wrong directory (and a different directory from the CMake build). PiperOrigin-RevId: 418038406

IREE is still in its early phase. We have settled down on the overarching infrastructure and are actively improving various software components as well as project logistics.
