[Bindings] Reject unranked tensors in native ABI signatures (#24872)

The native ABI wrapper assumes tensor types are ranked when building
marshaling ops. An unranked tensor in a function signature hits an
assertion when its rank is queried.

Check import and export signatures up front and report an error for
unranked tensor arguments or results. Add separate regression coverage
for arguments and results on imports and exports.
    
Fixes #24846

IREE: Intermediate Representation Execution Environment

IREE (Intermediate Representation Execution Environment, pronounced as “eerie”) is an MLIR-based end-to-end compiler and runtime that lowers Machine Learning (ML) models to a unified IR that scales up to meet the needs of the datacenter and down to satisfy the constraints and special considerations of mobile and edge deployments.
