Turn off ccache in buildkite samples build. (#11407) Copy of https://github.com/iree-org/iree/pull/11363 for the samples pipeline. --- There's some write error configuring ccache: https://buildkite.com/iree/iree-samples/builds/555#0184cb06-ee2f-434b-8325-c9383f526a73 This should be fixable, but really the right fix is to just create GitHub actions build and delete these Buildkite ones. skip-ci: buildkite only

IREE is still in its early phase. We have settled down on the overarching infrastructure and are actively improving various software components as well as project logistics. It is still quite far from ready for everyday use and is made available without any support at the moment. With that said, we welcome any kind of feedback on any communication channels!
