Add `i1` type propagation for named Linalg ops. (#12474) Current propagation didnt handle cases where named ops have i1 type. Since the named op body is different based on the element type, the region of the operation cannot be cloned. Instead, a new named op of the same type is created. Fixes #12446

IREE is still in its early phase. We have settled down on the overarching infrastructure and are actively improving various software components as well as project logistics.
