Fixup python package metadata for PyPI publishing. (#8886) Note: I haven't tested this. Not sure if there's a better way than #testinprod though (maybe testpypi, but that doesn't help with this PR). --- See https://packaging.python.org/en/latest/guides/distributing-packages-using-setuptools/#classifiers and https://pypi.org/classifiers/ - the "license" classifier must match one in that list, so I replaced "Apache License" with "Apache Software License". I also alphabetized the classifiers and dropped "Operating System :: OS Independent" from the packages that are not actually OS independent (as they include native C/C++ code that is not platform independent and we may never publish Windows wheels for those packages anyways - see https://github.com/google/iree/issues/6417).

IREE is still in its early phase. We have settled down on the overarching infrastructure and are actively improving various software components as well as project logistics. It is still quite far from ready for everyday use and is made available without any support at the moment. With that said, we welcome any kind of feedback on any communication channels!
