(#14030)\n\nFollow-up to https://github.com/openxla/iree/pull/13262\r\n\r\nPlugins may register target backends, so the global registry does not\r\nreliably enumerate all targets.\r\n\r\nThe `--iree-hal-list-target-backends` flag callback runs globally,\r\nbefore session/invocation initialization and plugin activation, so it\r\nwas missing the `cuda` backend in its list. I\u0027ve fixed that by creating\r\nan internal/ephemeral `Session`.\r\n\r\n---\r\n\r\nAlso added a new `--iree-list-plugins` CLI flag.",
