Merge build_test_runtime jobs into a single matrix. (#17509) This folds the three 'build_test_runtime' jobs (Linux x86, Linux arm64, Windows) into a single matrix with most steps shared. I'm similarly planning on merging more jobs using matrices: https://github.com/iree-org/iree/issues/17136. This does limit how "CI behavior manipulation" (https://iree.dev/developers/general/contributing/#ci-behavior-manipulation) works - for example now setting `ci-exactly: build_test_runtime` will run these 3 jobs, and they cannot be run individually. * A solution like https://stackoverflow.com/questions/65384420/how-do-i-make-a-github-action-matrix-element-conditional would be needed to keep the old behavior. We actually have a version of that already in the `generate_matrix` step of https://github.com/iree-org/iree/blob/main/.github/workflows/benchmark_execution.yml (sample logs: https://github.com/iree-org/iree/actions/runs/9214012269/job/25350287269), but I have mixed feelings about the complexity involved there.
IREE (Intermediate Representation Execution Environment, pronounced as “eerie”) is an MLIR-based end-to-end compiler and runtime that lowers Machine Learning (ML) models to a unified IR that scales up to meet the needs of the datacenter and down to satisfy the constraints and special considerations of mobile and edge deployments.

IREE is still in its early phase. We have settled down on the overarching infrastructure and are actively improving various software components as well as project logistics. It is still quite far from ready for everyday use and is made available without any support at the moment. With that said, we welcome any kind of feedback on any communication channels!
