Convert all website reference links to inline links. (#13671) I noticed a broken link here: https://openxla.github.io/iree/deployment-configurations/gpu-cuda-rocm/#download-compiler-as-python-package (oops - https://github.com/openxla/iree/pull/12106)  These reference links are difficult to maintain if we're inconsistent in their use. The linter we're using now technically supports analyzing them, but it does not see through content blocks (a markdown extension used by mkdocs). From what I can tell, reference links are pitched as a way to save character counts when repeating links and to make paragraphs smaller in the source. Neither of those are good reasons to compromise on tooling support for identifying dead links, and broken inline links are much easier to spot manually.
IREE (Intermediate Representation Execution Environment, pronounced as “eerie”) is an MLIR-based end-to-end compiler and runtime that lowers Machine Learning (ML) models to a unified IR that scales up to meet the needs of the datacenter and down to satisfy the constraints and special considerations of mobile and edge deployments.

IREE is still in its early phase. We have settled down on the overarching infrastructure and are actively improving various software components as well as project logistics. It is still quite far from ready for everyday use and is made available without any support at the moment. With that said, we welcome any kind of feedback on any communication channels!
