Fix check tests being disabled when cross compiling. (#6962) @antiagainst noticed that https://github.com/google/iree/pull/6352 accidently disabled our check tests when cross compiling on the https://buildkite.com/iree/iree-android-arm64-v8a pipeline. Before: https://buildkite.com/iree/iree-android-arm64-v8a/builds/4550 After: https://buildkite.com/iree/iree-android-arm64-v8a/builds/4551 That PR forced `IREE_TARGET_BACKENDS_TO_BUILD` to an empty list when `IREE_BUILD_COMPILER` is off, which led to overly aggressive filtering in `iree_check_test.cmake`.

IREE is still in its early phase. We have settled down on the overarching infrastructure and are actively improving various software components as well as project logistics.
