Pin GitHub Action versions to specific commits, not tags. (#8997) The policy we followed changed for this at some point, from allowing tagged releases to requiring specific commits: https://opensource.google/documentation/reference/github/services#actions > When using a third-party action (one not hosted in a Google-managed org), a fixed version of the action MUST be used by [specifying a specific commit](https://help.github.com/en/github/automating-your-workflow-with-github-actions/workflow-syntax-for-github-actions#jobsjob_idstepsuses), rather than a branch like "master", or a tagged release, which can be overwritten by any maintainer of the action. Docker images should always be run at a fixed version rather than "latest". I searched each action for the commits we were using anyways (so not upgrading from v2 to v3, for example), but some drift may have occurred. If this breaks any of our workflows after merging, we can take a closer look.

IREE is still in its early phase. We have settled down on the overarching infrastructure and are actively improving various software components as well as project logistics. It is still quite far from ready for everyday use and is made available without any support at the moment. With that said, we welcome any kind of feedback on any communication channels!
