Fix bugs in sort op lowering. (#6400) According to XLA operation semantics: > Formally, after the array is sorted, it holds for all index positions > i, j with i < j that either > comparator(v[i], v[j]) = comparator(v[j], v[i]) = false > or > comparator(v[i], v[j]) = true In this context, the pairs should swap only if the comparison result is false. The PR also fixes tests to match the semantics -- replacing `GT` with `LT`.
